O jogo conta com mais de 100 personagens jogáveis das partes I e II da história de Naruto, número maior que qualquer outro título da série. Um personagem inédito desenvolvido por Masashi Kishimoto está no jogo, trata-se do Naruto mecânico, ele é equipado com Lança-Foguetes e outros explosivos, além disso ele conta com duas transformações.

Revolution possui um novo modo de jogo chamado Ninja World Tournament, onde as batalhas serão “Todos Contra Todos”. Outra novidade exclusiva feita por Masashi Kishimoto é a origem da Akatsuki, onde terá uma animação contando a história da Akatsuki, como foram recrutados: Hidan, Kakuzu, Itachi, Deidara e etc, e com novas roupas desenhadas pelo próprio Masashi Kishimoto. Também tem um novo personagem, Shisui Uchiha, o melhor amigo de Itachi. Kushina Uzumaki, mãe de Naruto, também foi confirmada como jogável.
